In one aspect, a method includes determining, by a user equipment (UE), a channel busy ratio (CBR) window for a CBR measurement for one or more resources; determining, by the UE, a CBR measurement value for the CBR window and for the one or more resources; determining, by the UE, a channel occupancy ratio (CR) window based on a first number of subframes used for a history of past transmissions and based on a second number of subframes used for future planned transmissions and corresponding retransmissions; and determining, by the UE, a CR value for the CR window based on subchannels used for the one or more resources for the first number of subframes and based on subchannels estimated for the one or more resources for the second number of subframes. In another aspect, a method includes determining a CR window based on a CBR measurement value.

A method performed by a user equipment (UE) in a wireless communication system is provided. The method comprises: receiving, from a base station, higher layer signaling comprising a power saving offset (PS-offset) indicating a first start time when the UE starts, prior to a second start time of a drx-onDuration timer, monitoring physical downlink channel (PDCCH) for downlink control information (DCI) notifying power saving information outside a discontinuous reception (DRX) active time and parameters indicating a search space; identifying at least one PDCCH monitoring occasion for the DCI based on the PS-offset and the parameters indicating the search space; and monitoring the DCI on the at least one PDCCH monitoring occasion.

The discontinuous reception configuration may include a discontinuous reception schedule for the group of UEs. The UE may transmit, to the group of UEs, the discontinuous reception configuration.

A base station may identify a listen-before-talk (LBT) procedure to use for transmitting a downlink signal to a user equipment (UE) on a shared radio frequency spectrum band. The LBT procedure may be a group LBT procedure associated with a first set of contention window durations or an individual listen-before talk procedure associated with a second set of contention window durations. The base station may determine a contention window duration corresponding to the identified LBT procedure, perform the identified LBT procedure using the determined contention window duration, and transmit the downlink signal to the UE based on the performed LBT procedure.
