The present application relates to small data transmission (SDT). In an example, SDT is available for transferring information between a UE and a network, where a NAS layer of the UE is in a 5GMM-CONNECTED mode with an RRC inactive indication and an AS layer of the UE is in an RRC_INACTIVE state. To do so, the UE can be pre-configured to classify the information as qualifying for SDT. In addition, resources can be pre-configured for the SDT. For instance, the UE can maintain a set of radio bearers in a suspended state. While the NAS layer is in the 5GMM-CONNECTED mode with the inactive indication and the AS layer is in the RRC_INACTIVE state, one or more of the pre-configured resources can be used to transmit the information between the UE and the network.

The RRC_INACTIVE state message includes a location and a velocity of the UE, and a time-lapse, which is an elapsed duration since T. In response to a paging message from a core network, the first base station predicts a location of the UE. In response to the UE being within range of the first base station, the first base station sends the paging message to the UE. In response to the UE being within range of the second base station, the first base station sends a request to the second base station to send the paging message to the UE.

An access node of the cellular network determines a correlation of an identifier of a user equipment with an entry of a Pending Interest Table maintained by an Information Centric Networking node. The Pending Interest Table comprises an entry for each data object having a pending Information Centric Networking request at the Information Centric Networking node. Based on the correlation, the access node controls a connection of the user equipment with the cellular network. This may involve deciding whether to release the user equipment to idle mode or paging of the user equipment.
