Aspects of the subject disclosure may include, for example, a device in which a processing system detects installation of a subscriber identity module (SIM) on a communication device configured for connection to the network; the SIM includes a radio policy manager (RPM) provided by the network operator to manage network policies. The system also monitors connection of the communication device to the network and communications between the SIM and a processor of the communication device. The RPM determines whether the communication device is compliant with the network policies; if the communication device is not compliant with the network policies, the RPM causes the connection of the communication device to the network to be disabled. Other embodiments are disclosed.

The method further includes receiving second configuration information for a location of a second number of information bits, smaller than the first number of information bits, in the first DCI format; receiving at least one of the first PDCCHs; and determining, from the second number of information bits, values of one or more fields associated with reception of a first physical downlink shared channel (PDSCH) or with transmission of a first physical uplink shared channel (PUSCH).

When an event is detected, the UE sends a first event report and a second event report to the location server to report the event and enable UE location while the UE is in the RRC Inactive state. The event reports are each sent with Small Data Transmission (SDT). The first event report may include a Request Assistance Data message indicating a request for an uplink (UL) Positioning Reference Signal (PRS) configuration and the second event report may include location measurement performed by the UE.
