A method, system, and computer program product for dynamic short dial allocation in emergency systems can be configured for acquisitioning, by a PSAP element, data from a caller, smart device and/or sensor processing and storing the data. Further, identifying, by a decision framework located at the PSAP side an emergency incident by means of the data and extracting, by the decision framework an appropriate emergency pattern for the identified emergency incident. Furthermore, gathering geolocation information from the caller, smart device and/or sensor and retrieving emergency services or departments at the geolocation area of the caller, smart device and/or sensor. Subsequently, providing appropriate emergency services or departments which must be notified according to the emergency incident to the call taker and displaying appropriate short dials for the emergency services or departments which must be notified.

The base station may also handover the communication request to a base station that supports the urgent service fulfillment. The base station may also be barred from transferring the user equipment to a frequency layer preferred by the base station when the communication request of the user equipment is designated as an urgent service fulfillment.

The described techniques provide for a wireless base station to receive emergency instructions for aerial UEs from a third party system. The base station may generate a broadcast message including the emergency instructions, associated parameters, and an indication that the broadcast message is for aerial UEs. The base station may transmit a short message indicating aerial UEs to monitor for the broadcast message and may transmit the broadcast message accordingly. An aerial UE may receive the short message and the broadcast message and, based on the indication that the broadcast message is for aerial UEs, may decode emergency information of the broadcast message to obtain the emergency instructions and associated parameters. The aerial UE may perform one or more actions based on the decoded emergency instructions.

Then the platform will immediately obtain the user's location and local identifier from an electronic map and GPS, make an one-touch call to a target phone number, and automatically send the user's personal information (the the person calling for alarm, and time, mobile number, address of the alarm) and location in a map to a preset emergency contact person by a message. Through the method of this invention, a user can call a government emergency rescue department for help through the “one-touch call” platform, and automatically and simultaneously send personal information and location in a map to a preset emergency contact by a message.
