Secondary cell activation and deactivation enhancements in new radio
Methods, systems, and devices for wireless communications are described. One method may include transmitting a first signal instructing a user equipment (UE) to transition a state of a secondary cell associated with the UE; determining an allocation of resources for the UE to communicate with the secondary cell; and transmitting a second signal including an indication of an active bandwidth part (BWP) used for the allocation of resources based on the determining. The active BWP and the first signal may indicate the transition of the state of the secondary cell.
Enhanced internet protocol multimedia subsystem call handling
Systems and methods of enabling access for non-emergency voice calls are described. A UE operates in a network supporting voice services via a multitude of RATs. The UE attempts to access the network via a first RAT offering voice services and data services. If the UE does not receive a response from the network within a first time period, the UE re-attempts the access to the network via the first RAT. If the number of access attempts for which the UE does not receive a response is at least a threshold value, the UE refrains during a second time period from further access attempts via the first RAT for the purpose of receiving data services, and continues to attempt access via the first or second RAT for the purpose of receiving voice services.

Adjustment of advertising interval in communications between an implantable medical device and an external device
An advertising algorithm is disclosed which operates in an Implantable Medical Device (IMD) to adjust an interval at which the IMD will transmit advertising data packets to an external device able to connect with the IMD. When a communication session between the IMD and an external device is terminated, the advertising algorithm will issue advertising data packets at a higher rate for a set duration. This will allow the external device to connect more quickly with the IMD in a next communication session. After the set duration, when it may be assumed that the external device is less likely to connect with the IMD, the algorithm reduces that rate at which advertising data packets are issued, which saves power in the IMD.

REDUCING ERRANT MEASUREMENT REPORT TIMER DEACTIVATION USING LAYER 3 FILTER AUGMENTATION
An apparatus to be implemented in a user equipment (UE), the apparatus comprising hardware circuitry to activate a timer for transmitting a measurement report to a base station; output a filtered signal value from a measured signal using a first parameter; determine a trend in signal quality based on the first filtered signal value and a second filtered signal value based on a second parameter; or some processing of the values either from the first filter or from the received signal; and determine whether to deactivate the timer based on the trend in signal quality. The filtered signal can be generated using a first layer 3 filter using network-configured parameters and a second layer 3 filter using proprietary parameters. Processing of the values can also be done using proprietary parameters and techniques.

APPARATUS AND METHOD FOR SUPPORTING MOBILITY OF TERMINAL IN WIRELESS COMMUNICATION SYSTEM
Provided is a method performed by a user equipment (UE), the method including receiving roaming information including visited public land mobile network (PLMN) information from an access and mobility management function (AMF); selecting a PLMN among at least one PLMN identified based on verification of the received roaming information; transmitting a message to release a protocol data unit (PDU) session previously established at the UE to a session management function (SMF); performing PDU session release based on a response message for the transmitted message; and transmitting a message to register the selected PLMN.

METHOD OF SMALL DATA TRANSMISSION AND RELATED DEVICE
A method of a small data transmission for a user equipment (UE) is provided. The method includes receiving, from a base station (BS), a radio resource control (RRC) release message, the RRC release message including a configured grant configuration and a first timer associated with the configured grant configuration, the configured grant configuration indicating an uplink (UL) resource; transitioning to an RRC_INACTIVE state in response to receiving the RRC release message; starting the first timer in response to receiving the RRC release message; determining whether the UL resource is valid, the UL resource being invalid at least when the first timer expires; and transmitting UL data on the UL resource after the UE determines that the UL resource is valid.
