Disclosed are a transmission power adjustment method and apparatus, a terminal, a base station and a storage medium. The method comprises: a terminal acquiring an actual uplink duty cycle; and according to the actual uplink duty cycle, adjusting a transmission power upper limit of the terminal from a first transmission power upper limit to a second transmission power upper limit, wherein the second transmission power upper limit is determined on the basis of the first transmission power upper limit, the actual uplink duty cycle and the maximum uplink duty cycle corresponding to the first transmission power upper limit. In the above-mentioned solution, a terminal can adjust a transmission power upper limit in correspondence with an actual uplink duty cycle, that is to say, the terminal can moderately adjust the transmission power upper limit according to the value of the actual uplink duty cycle.
