The described techniques provide for a wireless base station to receive emergency instructions for aerial UEs from a third party system. The base station may generate a broadcast message including the emergency instructions, associated parameters, and an indication that the broadcast message is for aerial UEs. The base station may transmit a short message indicating aerial UEs to monitor for the broadcast message and may transmit the broadcast message accordingly. An aerial UE may receive the short message and the broadcast message and, based on the indication that the broadcast message is for aerial UEs, may decode emergency information of the broadcast message to obtain the emergency instructions and associated parameters. The aerial UE may perform one or more actions based on the decoded emergency instructions.

An airborne RF-head platform system and method. Here, much of the computational burden of transmitting and receiving wireless RF waveforms is shifted from the airborne platform to a ground baseband unit (BBU). The airborne platform, which will often be a high altitude balloon or drone type platform, generally comprises one or more remote radio heads, configured with antennas, A/D and D/A converters, frequency converters, RF amplifiers, and the like. The airborne platform communicates with the ground baseband units either directly via a laser communications link, or indirectly through another airborne relay platform. The airborne RF-head communicates via various wireless protocols to various user equipment such as smartphones by using the BBU and the laser communications link to precisely control the function of the airborne A/D and D/A converters and antennas. This system reduces the power needs, weight, and cost of the airborne platform, and also improves operational flexibility.

There is provided an apparatus and method for use with a moving vehicle. The apparatus comprises antenna circuitry for communicating with a main cell using an antenna configuration. Configuration circuitry performs an analysis process in which the antenna configuration is changed to communicate with and create a measurement of each of a plurality of candidate cells including the main cell, and to provide a result of the analysis process to the main cell. Control circuitry causes the configuration circuitry to perform the analysis process with a predetermined period. The control circuitry is configured to dynamically change the predetermined period based on at least one characteristic of a received signal of the main cell.

This application provides a gateway handover method and an apparatus, to ensure the reliability of a gateway handover of a terminal device and reduce hardware overheads in a gateway handover process. The terminal device receives a synchronization signal/PBCH (physical broadcast channel) block (SSB) from a network device through a service link. The SSB includes an SSB of a source gateway and an SSB of at least one candidate target gateway. The terminal device obtains a measurement value of channel quality corresponding to the SSB of the at least one candidate target gateway, and sends a measurement result to the network device. The network device forwards the measurement result to the source gateway, which determines, based on the measurement result, whether to hand over the terminal device from the source gateway to one of the at least one candidate target gateway.
