The VRU is localized at a position stored in the fingerprinting DB for the identified RSSI fingerprint.

The first wireless station determines, based on the second signal measurement, whether the second wireless station supports a sustainable split bearer and initiates a split bearer for the first device using the second wireless station, in response to determining that the second wireless station supports the sustainable split bearer.
