The neighbor path loss set is a set of path losses of a neighbor wireless device set. The neighbor wireless device set is a set of at least two wireless devices among the multiple wireless devices, where path losses between the at least two wireless devices and the to-be-adjusted wireless device are lowest. A layer closest to the to-be-adjusted wireless device is used as a reference to adjust the transmit power, and interference between wireless devices is reduced.
