The packet processing operation in the link table is performed, and the packet processing operation is used to discard or buffer the target data packet when a bit rate of an aggregate service flow is greater than a specified maximum aggregate rate.

The SMF may configure the UPF with the constructed PDR. In certain embodiments, to construct the PDR, the SMF may copy the PDR that would have previously matched the incoming traffic described by the traffic descriptor in the notification subscription, and associates the PDR with a higher priority, the traffic descriptor and a notification action according to the subscribed event. To configure the UPF, the SMF may provide the PDR with the higher priority, the received traffic descriptor, and the notification action, according to some embodiments.

The first UE transmits a Sidelink User Equipment (UE) Information message to a network node to request a sidelink configuration for a sidelink Quality of Service (QoS) flow, wherein the Sidelink UE Information message includes the destination identity of the second UE and an identity of the sidelink QoS flow. The first UE receives a RRC Reconfiguration message from the network node, wherein the RRC Reconfiguration message includes the sidelink configuration. The first UE transmits a RRC message to the network node to indicate a configuration failure if the first UE is unable to comply with the sidelink configuration included in the RRC Reconfiguration message.
