The present invention relates to methods and compositions for the delivery of cosmetics and medicants. In some embodiments, the invention relates to compositions comprising both hydrophobic and hydrophilic polymers. In preferred embodiments, the invention relates to the delivery of peptides, small molecules and other bioactive compounds using the compositions and methods disclosed herein.

The invention relates to a cosmetic composition in the form of an oil-in-water emulsion comprising: (i) at least one lipophilic surfactant with HLB less than or equal to 9, and (ii) at least one specific anionic surfactant comprising at least one sulfate and/or sulfonate function; said composition comprising from 0% to 8% by weight of additional surfactant(s) relative to the total weight of the composition. A composition and a process for modifying hair are disclosed.
