An applicator device includes a photo-active formulation assembly and a photo-dose assembly operably coupled to the photo-active formulation assembly. The photo-active formulation assembly includes a dispenser portion and one or more photo-activatable formulation reservoirs. The photo-active formulation assembly is operable to dispense a photo-activatable formulation from the one or more photo-activatable formulation reservoirs onto one or more regions of a biological surface. The photo-dose assembly includes at least one illuminator oriented to focus electromagnetic energy onto one or more focal regions of a biological surface. The focused electromagnetic energy is of a character and for a duration sufficient to photo-activate the photo-activatable formulation dispensed from the one or more photo-activatable formulation reservoirs.

A makeup base for skin that is applied to the skin before applying a makeup cosmetic is provided. The makeup base includes a water-containing aqueous phase as a continuous phase, which includes (a) a vinyl acetate polymer, (b) polyhydric alcohol, and (c) a hydrophilic nonionic surfactant. The (a) the vinyl acetate polymer is 0.5 to 7 mass % in the makeup base and is dispersed as particles in the aqueous phase, (b) the polyhydric alcohol is 0.5 to 5.5 parts by mass relative to 1 part by mass of (a) the vinyl acetate polymer, and (c) the hydrophilic nonionic surfactant is 1 to 5 mass % in the makeup base.

The present invention relates to a cosmetic process which applies onto the skin a self-standing cosmetic sheet for the skin, comprising: at least one biocompatible and/or biodegradable hydrophobic polymer layer wherein the self-standing cosmetic sheet has a thickness of from 10 to 1000 nm, preferably from 30 to 500 nm, and more preferably from 50 to 300 nm. The cosmetic sheet according to the present invention may comprise at least one cosmetic active ingredient. The cosmetic sheet used in the present invention is very thin and not easily perceived on the skin; can be prepared with a variety of materials such as a biocompatible and/or biodegradable material, preferably non-cross-linked poly(lactic acid) or a combination of chitosan and alginic acid; and can adhere well onto the skin without any adhesive layer so that it is less irritable or no irritable to the skin.
