Provided is a water repellent oil repellent agent composition capable of producing an article having excellent oil repellency. A water repellent oil repellent agent composition containing a fluorine-containing polymer comprising a unit based on a monomer (a) shown below and a unit based on a monomer (b) shown below.
Monomer (a): a compound represented by CH.sub.2═CH—[CH.sub.2CH.sub.2].sub.p—[CF.sub.2CF.sub.2].sub.q—[OCF.sub.2CF(CF.sub.3)].sub.r—O—C.sub.3F.sub.7
In the formula, p represents an integer of 0 to 4, q represents an integer of 1 to 4, and r represents an integer of 1 to 4.
Monomer (b): another monomer that is copolymerizable with the monomer (a).

In the formula, p represents an integer of 0 to 4, q represents an integer of 1 to 4, and r represents an integer of 1 to 4.
Monomer (b): another monomer that is copolymerizable with the monomer (a).

The powder coating material of the present invention is a powder coating material comprising a fluorinated polymer having units based on a fluoroolefin, units based on a monomer represented by the formula X—Z and units based on a monomer represented by the formula CHR.sup.21═CR.sup.22 (CH.sub.2).sub.nCOOH, wherein the content of the units based on a monomer represented by the formula X—Z is from 5 to 20 mol % to all units in the fluorinated polymer, and the fluorinated polymer has a melt viscosity at 170° C. of from 20 to 100 Pa.Math.s (in the formulae, X is a specific monovalent polymerizable group, Z is a specific alkyl group, a specific cycloalkyl group or a specific aryl group, R.sup.21 and R.sup.22 are each independently a hydrogen atom or a specific alkyl group, and n is an integer of from 0 to 12.
