The roller element is rotatably mounted in relation to the housing. A tie for fastening equipment items is completely rolled up on the roller element in an initial state, with only one end thereof protruding from the housing. The return element exerts a tensile force on the roller element so that the tie can be rolled up on the roller element. The tie is unrolled and pulled out of the housing when an external tensile force larger than the tensile force of the return element is exerted on the tie. The tie is rolled up to the initial state into the housing when an external tensile force smaller than the tensile force of the return element is exerted on the tie.
