A non-drip hygiene dispenser for dispensing a wipe paper-towel while keeping a clean and sterile working area comprises (a) a wipe paper-towel, (b) at least one reservoir containing liquid, (c) a first stream of compressed air, (d) a second stream of compressed air, an anti-dripping nozzle, (e) rolling means, and (f) cutting means. The anti-dripping nozzle further comprises activating means and a dispensing tip. The activating means comprises a retractable anti-drip needle backed by a spring.
