An exercise device with a base on a support surface and a user platform. One end of a support post is axially mounted to the base and the other end is pivotally mounted to the platform. A resistance element having one end mounted to the support post and the other end to the base is provided to control the velocity and angle of pivot of the platform in the horizontal plane.
