The bracket and the retainer are configured to cooperate so as to inhibit the rotation of the rotor in a predetermined direction from a predetermined angular position and to allow the rotation of the rotor beyond the predetermined angular position in the predetermined direction upon preliminarily applying a force on the rotor in an opposite direction to the direction of the linear force applied by the first push back device.
