The present disclosure provides a container locking device and a piggyback transport vehicle. The container locking device comprises: a support, the support being provided with an accommodating space; a locking structure, a first end of the locking structure being hinged with the support, the locking structure having a locking position extending out of the accommodating space and an avoiding position retracted into the accommodating space; and a support structure, a first end of the support structure being hinged with a second end of the locking structure; wherein in a direction away from the locking structure, the support structure has a retraction position and a support position which cooperates with the support; when the locking structure is located at the locking position, the support structure is located at the support position and the locking structure is caused to stay at the locking position; and when the locking structure is located at the avoiding position, the support structure is located at the retraction position and is retracted into the accommodating space. The container locking device is an inward-overturning type and supports the locking structure by a support structure, and compared with an outer-overturning cantilever structure, the container can be supported and locked more reliably and stably.

A method comprises removing a first deck of a plurality of decks and a second deck of the plurality of decks from an autorack. The method further comprises removing one or more of a plurality of posts of the autorack and coupling a cross-brace assembly to one or more of the plurality of posts, wherein the cross-brace assembly is coupled to the one or more of the plurality of posts at a location above an existing brace bay of the autorack. The method also comprises coupling the second deck of the plurality of decks to the autorack at a location above or below the cross-brace assembly.
