First and second arms of a constant tensioning device extend from proximal ends associated with the hub to distal ends spaced distally of the hub. A chain is associated with a distal end of the constant tensioning device, such as by being linked to the curved portion of a U-bolt of the constant tensioning device. A tension lock assembly and/or an anti-vibration assembly may be employed to prevent a vibration-induced change in the tension in the universal chain tie down assembly.

The invention discloses a dunnage bag arrangement for securing loads, includes an inflatable dunnage bag having a gastight inflatable bladder; and a hanger member connected to the dunnage bag and adapted to being supported on top of loads and adapted to support the dunnage bag in a void between loads. The dunnage bag includes a reinforcing sleeve made of at least one material ply, the sleeve having a first opening and a second opening, and the sleeve being folded and sealed and/or stitched to close off at least one of the openings.

According to some embodiments, a modular top container comprises: a floor panel configured to transport a lading; and a plurality of coupling apparatus coupled to the floor panel. The plurality of coupling apparatus are configured to couple the modular top container to a modular railcar. The floor panel is configured to support the weight of the lading when detached from the modular railcar.
