A cable reel is described. The cable reel includes first and second opposing flanges. The first flange has a first hub portion and the second flange has a second hub portion. The first and second hub portions are configured to be axially aligned and configured to mate with one another to support cable. The cable reel includes an axially adjustable coupling mechanism configured to couple the first hub portion to the second hub portion at a plurality of stable axial positions. The first hub portion is rotationally fixed to the second hub portion at the plurality of axial positions.

An apparatus for the transportation and dispensing of spooled wire or cable, the apparatus comprising a payoff reel, wherein the payoff reel comprises an arbor hole having a payoff reel diameter and a detachable side car reel, wherein the detachable side car reel comprises an arbor hole having a detachable side car reel diameter and wherein the detachable side car reel is attachable to the payoff reel and wherein the detachable side car reel further comprises a reel lift.

The quick physical restraint system has a binding, a dispenser, and a shield. The binding is deployed to wrap around a suspect to reduce the need to physically engage before placing the suspect into custody. The dispenser allows the binding to uncoil and be stored. The shield covers the binding to ensure it does not attach to the user. The binding has hooks, a latch and a binding handle. The hook is a metal spike along the binding length that is used to penetrate the suspects' clothing. The binding handle ensures the binding can be held without the dispenser. The dispenser has a binding spool, a binding cutter, a handle, a shield rail, a spool trigger, and a spool stopper. The binding spool is a cylindrical section that rolls out the binding. This design allows the binding to be deployed through the dispenser or used as a standalone device.
