The dual shell includes different types of rare earth elements R1 and R2, and R2.sub.S1/R1.sub.S1 is 0.01 or less and R2.sub.S2/R1.sub.S1 is 0.5 to 3.0, where R1.sub.S1 and R1.sub.S2 denote concentrations of R1 included in the first shell and the second shell, respectively, and R2.sub.S1 and R2.sub.S2 denote concentrations of R2 included in the first shell and the second shell, respectively.

A method of manufacturing ceramic composite material comprises forming a combination of flowable metal oxide precursor (102), which is water-insoluble, and electroceramic powder (104) for covering surfaces of the electroceramic particles (500) with the metal oxide precursor (102), the electroceramic powder (104). A major fraction of the particles (500) has particle diameters within a range 50 μm to 200 μm, and a minor fraction of the particles has diameters smaller than the lower limit of said range, the major fraction having a variety of particle diameters. Then pressure 100 MPa to 500 MPa is applied to said combination, and said combination is exposed, under the pressure, to a heat treatment, which has a maximum temperature within 100° C. to 500° C. for a predefined period for forming the ceramic composite material.

A molar ratio of (Si/Ca) is larger than one. A molar ratio of (Si/RE) is larger than one, provided that the molar ratio of (Si/RE) is a molar ratio of silicon included in the segregation phases to the rare earth elements included therein. An average length of major axes of the segregation phases is 1.30-2.80 times as large as an average particle size of the main phases. An average length of minor axes of the segregation phases is 0.21-0.48 times as large as an average particle size of the main phases.
