The method includes (a) mixing a crumb rubber with a liquid epoxy resin to form a first mixture, (b) mixing the first mixture with an epoxy hardener to form a recycled crumb rubber coating layer, and (c) depositing a first silane film comprising at least one silane on a surface of the recycled crumb rubber coating layer to form the hydrophobic surface of the recycled crumb rubber coating.
