An ozonated medicinal cannabis non-hemp hurd fiber pulp from purified hurd fiber irradiated with natural sunlight or synthetic sunlight or a combination thereof at an irradiance of about 10 W/m2 to about 1,000 W/m2 for a period of time from about 1 to 200 hours, wherein the purified hurd fiber is from cannabis grown at a density lower than used for growing hemp. Also provided are smoking papers containing the irradiated purified hurd fiber, or containing alkaline-treated and ozone-treated hurd fiber from cannabis grown at a density lower than used for growing hemp, wherein the hurd fiber is substantially free of bast fiber and has an average percentage of kinked fibers from about 13% to about 16%, or a coarseness from about 0.195 to about 0.285 mg/m, in combination with a fiber selected from among cannabis bast fiber, wood fiber, or a combination thereof.
