Optimized Hydromodification Management With Active Stormwater Controls

A system, methodology, and programming logic for active stormwater controls to optimize sizing and design of Hydromodification Management (HM) structural Best Management Practices (BMPs) to achieve optimal flow duration control. Control logic enables the controlled release of stormwater from a BMP in a manner most akin to pre-development flow duration curves. Inputs to this logic include: flow duration curves based on continuous hydrologic simulation for pre- and post-development conditions; real-time measurement of water level within the BMP; and real-time measurement of discharge entering the BMP. This control logic can interact with control logic for other stormwater management objectives, such as harvest and reuse, infiltration, and combined sewer overflow prevention, and respective inputs, such as real-time weather forecast data, precipitation gage data, downstream flow gauge data, and water quality data, to meet those design objectives as well. New HM BMPs can be optimized to be smaller and, thus, more feasible to implement. Existing stormwater facilities designed for flood control or other management objectives can be retrofitted to provide hydromodification control as well. When utilized with real-time flow and water level monitoring equipment and data, the flow release logic can be adaptively adjusted without physical retrofit of the BMP's outlet.

The present application provides a secondary drainage method for use at the time of flooding. A rainwater storage tank is provided, drainage pipes are installed between positions in which flooding of land or of property occurs and the rainwater storage tank, and inflow switching valves are installed in portions where water flows in from the drainage pipes to the rainwater storage tank. As a general rule, the flow of water into the rainwater storage tank is prevented by switching the inflow switching valves during the initial stages of a localized severe rain storm or of river flooding. After the wide-area flooding of land has receded, the inflow switching valves are opened, guiding the water in the locally remaining zones of flooded land or of flooded property into the rainwater storage tank, and allowing the localized flooding of land or of property to be eliminated at an early stage.

A method to enhance the ability of a stormwater containment volume to flow and flush solids and liquids. Implemented by depositing rock into shaped piles formed at the rock's angle of repose, the resultant inclined surfaces are covered with suitable waterproof material and covered with more rock up to the top surface. Stormwater flushes solids deposited on the surface downward into the volume where they contact the inclined surfaces. Water and solids flow down the inclined surfaces at increased velocity toward collection drainpipes at their base. Because sediment flows into drainpipes, it does not flow to the bottom of the volume or become stagnant or reduce the volume's capacity. This creates a low-cost stormwater containment system that can support vehicle travel on its surface, requires no concrete or sewers, is self-cleaning, accessible for cleaning, or both, and does not require human access to the bottom surface for maintenance.
