The rotary latch mechanism includes a housing adapted to be attached to the first structure, an actuator assembly coupled to the housing, a linkage coupled to the actuator assembly and arranged for movement along the housing with movement of the actuator assembly, and a bolt coupled to the housing and to the linkage, the bolt arranged for pivotal movement relative to the housing with movement of the linkage. The bolt is adapted to move between a latched position engaged with the second structure to secure the first structure relative to the second structure and an unlatched position spaced apart from the second structure to allow movement of the first structure relative to the second structure.

When the handle is in the closed position, the handle is not useable to open a door of a compartment of the switchgear. When the handle is in the open position, the handle is useable to open the door of the compartment of the switchgear. In the open position, the hand grasping part is positioned so as to be graspable by a human user. In the closed position, a transition of an active element in the compartment of the switchgear from a quiescent state to an active or potentially active state activates the lock. Activation of the lock stops the handle from moving from the closed position to the open position.

When a user turns on a switch to control a block to move from the first position to the second position, the block protrudes out of a vertical surface of the sash, thereby driving a linkage member to disengage from the frame. At this time, the user could hold and push the block in the horizontal direction to move the sash between a third position and a fourth position. When the sash is pushed back to the third position, the block could be controlled to move back to the first position, namely back to a mounting groove, thereby moving the linkage member to a position where the linkage member is engaged with the frame. A security swing handle comprises a housing and a handle pivotally mounted to the housing between a closed position and an open position. A locking insert is rotatably supported in the housing and operatively connected to a latch to actuate the latch to release the handle to an open position. A hasp assembly includes a hasp at the bottom of the housing and a plate member disposed within an interior of the housing adjacent to a bottom of the latch. A pin on the locking insert is disposed within an aperture of the plate member to move the plate member against the latch to release the handle to the open position when the locking insert is rotated. If a padlock locked to the hasp is subjected to blunt force, edges of the aperture shear the pin from the locking insert disabling the locking insert.
