A system for exhausting hazardous stored energy from a pneumatic subsystem of a railcar, comprises: an air supply for delivering air to the pneumatic subsystem of the railcar; and an isolation valve interposed between the air supply and the pneumatic subsystem of the railcar. When the isolation valve is in a normal operating position, a supply port and a delivery port of the isolation valve are in fluid communication with one another, but when the sliding shoe is in the second position, the sliding shoe effectively closes access to the supply port, and the delivery port is in fluid communication with an exhaust port of the isolation valve. The isolation valve further includes a means for locking the sliding shoe in the second position.

The hydraulic system also includes an input device controllable by an operator of the boom. The input device may, for instance, be used by the operator to initiate bleed down and retraction of the boom from an elevated position. To accommodate independent failsafe features of the system, the input device is configured to selectively actuate the solenoid bleed valve using electrical power supplied from the backup battery power supply.

The hydraulic valve prevents unsafe tie-down or safety override situations by requiring the safety mechanism to be reset each time the hydraulic system is used. The hydraulic valve includes an interlock spool that moves to an extension position when the hydraulic system is de-pressurized and then re-pressurized while the control lever is engaged (i.e., tied down). When the interlock spool is in the extension position, it prevents the system from reaching a working pressure, thereby forcing a reset of the control lever before the system can reach working pressure.

First and second pilot lines extend to the respective inlet pilot ports from respective outlet pilot ports of the opposite ones of the first and second valve assemblies. When pressurized gas is supplied to the inlet/outlet port of a valve assembly, pressurized gas is also supplied to the opposite inlet pilot port.
