This disclosure includes a manhole cover locking device, system, and kit, each configured for locking a manhole cover in a closed position overtop an access opening of a container, the access opening being arranged at one end of a collar extending outwardly from the container, each comprising: a body; a mechanism for connecting the body to a pre-existing portion of the manhole collar or the container; and, a mechanism for securing the body to the manhole cover to prevent the opening of the manhole cover using a pre-existing portion of the manhole cover. Each mechanism may be tamper resistant. The disclosure also includes methods of installing and using the device, system, and kit.

The example apparatus is structured to provide access to an aperture in the tank via the first opening when the second portion is in an open state and maintain a pressure of the tank within a specified range by selectively separating one or more seals from one or more corresponding sealing surfaces when the second portion is in a closed state, wherein the second portion includes the one or more seals and the one or more corresponding sealing surfaces.

The bail includes at least one annular upstanding chevron extending about an upper surface and at least one annular depending chevron extending about a lower surface. The inserts and bail have about the same thickness. A method includes compressing the gasket between the manway nozzle and cover, and the rigid inserts limit the compression of the gasket.
