A one-way flow valve in fluid communication from the primary HP gas unit to the reserve HP gas unit, ensures that the reserve HP gas unit remains substantially full, even after numerous cycles of depletion and replacement of the primary HP gas unit, during which the HP supply is provided by the reserve HP gas unit, which helps to avoid the risk that the reserve tank pressure and supply might mistakenly, unexpectedly or unintentionally be depleted.

The breather layer is gas permeable, impermeable to liquids, and provides a flow passageway for gas permeating through the liner wall collected by the breather layer. The outer composite shell is formed by one or more layers of fiber of a first fiber type and resin. Gas permeating from an interior space of the liner is received by the breather layer and directed to a predetermined exit location on the pressure vessel.

Each of the intermediate flanges surrounds one or more of the other temperature-controlled flanges. The outermost flange is maintained at a highest temperature, the innermost flange is maintained at a lowest temperature, and the intermediate flanges are maintained at respective intermediate temperatures less than the highest temperature and greater than the lowest temperature.
