Provided is a blast-free alternative tool for breaching operations for the intended purpose of cutting metal, including rebar, steel cables, I-beams, thin walled containers, welding doors, and the like. The apparatus includes a flexible and cuttable tube containing metal oxide/metal (thermite) mixture, capable of being formed around a target material and of NONEL ignition. The apparatus can be used to cut, weld, or ignite target material. Protective caps are included with provisions to insert shock tube or time fuse to transmit ignition to first fire mix. A fire proof or flame retardant flexible outerwrap with adhesive (such as hydrogel) or malleable retention wires covers the cutting ribbon for heat and slag retention. In the preferred embodiment, the apparatus is issued/manufactured in rolls or precut lengths.

A fast utility access device (FUAD) is provided that includes one or more casings, each of the one or more casings collectively defining a bore, and a core of a highly exothermic composition contained in the bore and surrounded by a thermally insulating inner liner, the highly exothermic composition ignitable to create a post-ignition temperature of between 500° C. and 4000° C. A method is also provided for breaching a target and includes contacting the inventive access device with a breaching target substrate, thermally coupling at least one reaction initiator to the highly exothermic composition, triggering the at least one reaction initiator thereby igniting the highly exothermic composition, and allowing the highly exothermic composition to achieve a post-ignition temperature sufficient to melt the breaching target substrate, forming a hole therethrough.

The device has attachment features to aid in transport and to provide proper spacing and attachment points for demolitions and breeching techniques involving multiple charges. The pouch provides components to allow for blast footprint alteration and for water tamping to reduce blast effects to nearby personnel, as well as to increase the efficiency of the explosive charge.
