System and methods for managing dynamic electronic documents on a private distributed ledger comprise establishing a dynamic electronic document comprising a first state object, wherein the state object references a prior approved first transaction; proposing a second transaction comprising as an input the first state object and as an output a transaction command to alter the state object as well as what parameters are required to validate the second transaction; validating the proposed second transaction; and updating the state object on a private distributed ledger to reference the second transaction.

A method of simulating an emergency response training scenario to users in different locations, including customizing a scenario, initiating a game state having a threat level and a time remaining, assigning a role to each of a plurality of users wherein each of the users uses a device, assigning digital assets within the scenario to each of the users, displaying an introduction sequence, initiating an incident and simultaneously notifying a first group of at least two users, logging and scoring a chosen response from the possible responses compared to a scoring system, updating the game state whereby the threat level is raised or lowered and the time remaining is increased or decreased, triggering another event to at least two of the plurality of users, and communicating a score calculated in the logging and scoring step to at least one user on one of the at least one client device.

Generating and delivering courses may include generating a skill path based on the set of untrained skills and delivering course content associated with the untrained skills. Providing certification may include issuing a credential to the user upon determining that the user has successfully completed a course and sending notifications to third party servers and/or a user device indicating completion of the course.
