The system also includes a replay agent that subscribes to the message broker for notifications associated with the charging server, receives a notification from the message broker about the charging event message, reads the charging event message from the message broker, and causes the charging event message to be sent to the charging server when the charging server is available.

The OCS includes an offload controller that receives a online charging request from a policy enforcement element for a service, determines whether charging for the service is eligible to be offloaded from the OCS to an Offline Charging System (OFCS), and pushes a charging rule to the policy enforcement element to switch a charging mode for the service to offline charging. An online charging function within the OCS receives another online charging request for the service from the OFCS that reports a charging event detected by the policy enforcement element, and debits an account of an end user based on the online charging request from the OFCS.

Systems and methods are provided for processing messages in an Offline Charging System (OFCS) of a communications services provider. A front-end distributor unit receives Diameter messages from a Charging Trigger Function (CTF) and distributes the Diameter messages to Charging Data Function (CDF) units of the OFCS. The distributor unit receives Diameter response messages from CDFs and calculates performance metrics based on the distributed messages and their responses. The distributor unit computes revised distribution weights used for distributing new Diameter messages for new Diameter sessions to the CDF units based on the measured metrics, thus adjusting the distribution pattern of the Diameter messages based on estimated workload conditions at the CDFs.
