In some embodiments, constructing motion vectors further includes converting the estimated parameters into control point motion vectors (CPMVs), and adding the CPMVs into a current affine merge candidate list. Quantization matrix can be used to adjust quantization of transform coefficients at different frequencies. In one embodiment, a single fixed parametric model, such as a polynomial is used to represent a quantization matrix. Modulation of bit cost and complexity is achieved by specifying only the n first polynomial coefficients, the remaining ones being implicitly set to zero or other default values. One form of the single fixed polynomial is a fully developed polynomial in (x,y), where x,y indicate the coordinates of a given coefficient in a quantization matrix, with terms ordered by increasing exponent. Since higher exponents are the last ones, reducing the number of polynomial coefficients reduces the degree of the polynomial, hence its complexity. The polynomial coefficients can be symmetrical in x and y, and thus reducing the number of polynomial coefficients that need to be signaled in the bitstream.

A selected candidate is selected from a plurality of candidates, including the first candidate and the second candidate. A second index identifying the selected candidate is decoded. The current block is decoded using the selected candidate. The second candidate includes the non-zero value of the reference picture, with the reference picture being selected from a plurality of referable reference pictures.

The processing circuitry decodes, from a coded video bitstream, a syntax element for an adjusted version of an initial quantization parameter (QP) value at a picture level for a picture. The adjusted version is in a range with an upper boundary that is changed with a maximum QP value. Then, the processing circuitry determines the initial QP value of a segment (such as a slice, a tile, a group of tiles and the like) in the picture based on the syntax element and determines a QP value for a block in the segment according to the initial QP value of the segment and adjustments associated with the block. Then, the processing circuitry performs an inverse quantization on quantized data of the block according to the determined QP value.
