A system and method of operating an over-the-air broadcast television system having spectrum capacity that has a first portion for linear broadcasting content in real time and a second portion corresponding to a dormant capacity. A content distribution network system receives digital content from a content storage system. A dormant capacity estimator estimates dormant capacity of the spectrum capacity. An intermediate storage device communicates a registration request signal to the content distribution network system using a reverse link. The content distribution network system communicates a registration acknowledgement signal to the intermediate storage device. The content distribution network system communicates the digital content to the intermediate storage device through the over-the-air broadcast television network system. The intermediate storage device stories the digital content therein. The content distribution network system communicates the digital content to a user device through a local link after storing the digital content.

In some aspects, the system may receive, via a communication network, a plurality of frame collections from a video capture device and one or more other video capture devices, and detect a congestion context based upon the plurality of frame collections. Further, the system may determine a schedule notification for the video capture device, the schedule notification providing instruction for transmitting a frame of a frame collection, and transmit, via the communication network, the schedule notification to the video capture device.

A system is provided that is configured to encode an image in accordance with a variable resolution image format. The variable resolution image format allows the specification of a number of windows in terms of their location and resolution. The image can be decomposed into a minimum number of square superpixels such that all specified windows are at the assigned resolution or better. By encoding one image where only critical portions are at the high resolution while less critical portions are at intermediate or lower resolutions, the number of bits that need to be transmitted from the system to a remote host subsystem can be dramatically reduced.

Described are various embodiments of systems, methods and devices for transmitting, over a digital network, a digital image data object defined by a plurality of image pixels, wherein embodiments comprise: a digital image compressor operable to compress the digital image data object by independently compressing distinct pixel groups defined amongst the plurality of image pixels into independently compressed pixel groups to be transmitted over the digital network, in which, for each of said compressed pixel groups, a comparison value indicative of a similarity between given pixel data of a given group pixel and reference pixel data of a corresponding reference pixel is computed to at least partially replace said given pixel data; and a digital image decompressor coupled thereto operable to receive each of said independently compressed pixel groups for independent decompression.
