METHOD AND APPARATUS FOR HANDOVER MANAGEMENT
Embodiments of the present disclosure provide methods and apparatus for handover management. A method performed by a handover management entity includes receiving a handover request from a network node. The handover request indicates that a first terminal device is to be handed over from a source cell to a target cell. The method further includes obtaining a position of the first terminal device. The method further includes predicting a handover result of the first terminal device by a classifier. The position of the first terminal device is used as an input of the classifier and the classifier is trained for the handover from the source cell to the target cell. The method further includes generating a handover decision based on the predicted handover result. The method further iuncludes sending a handover response comprising the handover decision to the network node.

In the field of communication technologies or the field of artificial intelligence, a terminal scanning method, system, and apparatus, an electronic device, and a storage medium may be provided. In the method, an AP determines, based on communication feature information of a terminal that accesses the AP, whether a neighboring AP needs to scan the terminal; and if yes, the AP notifies the neighboring AP to scan the terminal. This reduces a quantity of times that the neighboring AP scans the terminal, and reduces calculation overheads of the neighboring AP.

Apparatus, methods, and computer program products for handover of transport blocks (TBs) for network coding are provided. An example method may include receiving, from a user equipment (UE), a transport block (TB) associated with a networking coding request. The example method may further include transmitting, based on at least one of first movement information of the UE, second movement information of one or more recipients of the TB, or a TB load of the first network coding device being above a threshold, a handover request message to a network entity for handover of the TB to a second network coding device. The handover request message may be for a handover of the TB to a second network coding device.

Methods and apparatuses for mobility in non-terrestrial network with earth moving cells in a wireless communication system. A method of a UE comprises: receiving, for a serving cell or neighbor cells, first cell-moving information including first coordinates of a first reference location at a first epoch time and a velocity of the first reference location; determining whether at least one of the serving cell or the neighbor cells is an earth-moving cell; updating, using the first cell-moving information and ephemeris information, the first coordinates of the first reference location for at least one of the serving cell or the neighbor cells based on a determination that the at least one of the serving cell or the neighbor cells is the earth-moving cell; identifying a distance between the UE and the first coordinates of the first reference location; and determine, based on the distance, whether to measure signals received from the neighbor cells for a cell reselection operation.

User equipment comprising communication circuitry configured to communicate data with infrastructure equipment and controller circuitry configured to: operate in a first mode using a first communication protocol and operate in a second mode using a second communication protocol, wherein the first communication protocol has a higher bandwidth than the second communication protocol; and switch operation from the second mode to the first mode when the user equipment is at or below a threshold speed.

The adapted operation includes configuring the communications devices for transmitting signals to the infrastructure equipment or receiving signals from the infrastructure equipment according to the mobility information.
Controlling mobile device calls, text messages and data usage while operating a motor vehicle
Disclosed are a system and method of regulating mobile device communications while operating a motor vehicle. One example method may include determining a speed event indicating that a speed of the motor vehicle has performed at least one of exceeded a first threshold above which mobile device usage restriction policies are invoked and fallen below a second threshold allowing the mobile device restriction policies to be removed. The first threshold may be equal to or greater than the second threshold. As a result of obtaining the speed event, the method may also provide transmitting the speed event to a remote edge gateway server located remotely from the motor vehicle, which stores the speed event for reference purposes when determining a policy for routing a particular mobile device call, text message and/or mobile data session.
CELL ACCESS METHOD AND APPARATUS
A cell access method includes determining a cell type of a first cell as a cell served by a high-speed-railway dedicated network or a cell of an ordinary Long-Term Evolution network. When determining the cell type as the cell served by the dedicated network, a first system message is configured and includes a first information unit indicating a number of equivalent cells, and sent to a terminal for determining, according to the first system message, that the cell type of the first cell is the cell served by the dedicated network. Upon determining a terminal movement state meeting preset access conditions of the cell served by the dedicated network, an access to the first cell is initiated. As such, the accuracy of terminal movement state can be predicted in accordance with the number of equivalent cells to the first cell, and the accuracy of cell access can be further improved.
