The inlet and outlet conduits are disposed through the side wall of the water detention system. A water discharging assembly for discharging storm water from a water detention system includes an outer enclosure; a first opening in the outer enclosure for ingress of water; a second opening in the outer enclosure for egress of water; and a siphon disposed within the outer enclosure; where, except of the first opening and the second opening, the outer enclosure is substantially fluid tight.

A stillwell/siphon system may be attached or integrated into a foam delivery bucket. When pouring foam additive into the bucket, foam/bubbles may form in the foam additive. The stillwell may fill from the bottom to prevent the foam/bubbles from getting inside the stillwell tube so one can easily ascertain the level of foam in the container. The stillwell also blocks air pockets, formed from pouring foam into the container, from entering the outlet tube, which is positioned inside the stillwell.

A siphon assembly includes an ascent conduit having a conduit inlet, a descent conduit having a conduit outlet, and a flow passage through the ascent conduit and the descent conduit. The flow passage connects the conduit inlet and the conduit outlet via a siphon crest. The siphon assembly also includes a filter arranged to filter a siphonic flow towards the siphon crest.
