A RFID tag unit is attached to a wheelset of a railcar and includes a RFID tag and an attaching member on which the RFID tag is mounted and which is attached to the wheelset. At least a portion of the attaching member which portion faces the RFID tag is made of a non-metal material. The attaching member is interposed between the RFID tag and the wheelset.

A record holding power accumulator supplies, to the tracking memory, power used for holding in the work area the groups of time-series data items. A writer sequentially overwrites the groups of time-series data to the work area of the tracking memory and stops overwriting of the groups of time-series data items to the work area when an abnormality occurs in the vehicle air-conditioning device.

In one embodiment, a system includes a vehicle, one or more probes coupled to the vehicle, and a controller. The vehicle is operable to traverse a distance. The one or more probes are operable to measure wind pressure and generate one or more wind pressure measurements. The controller is operable to receive the one or more wind pressure measurements from the one or more probes, determine a wind angle relative to the vehicle using the one or more wind pressure measurements, and determine a wind speed relative to the vehicle using the one or more wind pressure measurements and the wind angle.
