The top and bottom rails each include openings sized to receive the pickets after the top and bottom rails have been affixed to vertical posts. The rails may each include one or more tracks within an inner chamber, within which a locking strip is configured to slide. A depth of the top rail may be greater than a depth of the bottom rail. In this regard, when the top and bottom rails are affixed to the vertical posts, the picket can slide up into the top rail and then be inserted into the bottom rail, where it may rest.
