The invention relates to a method (S) for generating a plurality of cold-plasma jets at atmospheric pressure in order to treat a target (2), wherein said method includes the following steps: producing (S1) a primary cold-plasma jet (3) at atmospheric pressure using a plasma source (10); placing (S2) a substrate (20, 21, 30, 32, 34) near the target (2) to be treated, said substrate (20, 21, 30, 32, 34) including at least two through-holes; and passing (S3) the plasma through the through-holes (22) of the substrate (20) such as to generate at least two secondary cold-plasma jets (4) at atmospheric pressure.

A plasma generation apparatus includes a plasma generation unit. The plasma generation unit has a spherical or elliptical cavity. The plasma generation unit receives radio-frequency (RF) power in such a manner that bounce resonance of electrons is performed to generate plasma in the cavity. The ambient wave acts as a signal wave for a whistler traveling wave parametric amplifier. Rocket exhaust is generated in atmospheric plasma. The rocket exhaust includes kinetic energy acting as a Lower Hybrid wave source. The Lower Hybrid wave source produces a Lower Hybrid wave, which acts as a pump wave for the parametric amplifier. Nonlinear mixing of the signal wave and the pump wave in the atmospheric plasma simultaneously parametrically amplifies the ambient wave and generates an idler wave and a parametrically amplified wave. The parametrically amplified wave (1) reduces the density of energetic protons or killer electrons in the Van Allen radiation belt, and (2) improves communications between the VLF transmitter and VLF receiver.
