A downlink control information is received comprising: an uplink grant indicating uplink radio resources of the uplink data channel of the cell; and an offset indicator value. A first transport block and first UCI(s) are transmitted via the uplink radio resources. The uplink radio resources comprise first resources of the first UCI(s). A first number of the first resources are determined based on the offset indicator value. A second transport block and second UCI(s) are transmitting via one of the first uplink resources. The one of the uplink resources comprise second resources of the second UCI(s). A second number of the second resources are determined based on the offset parameter(s).

The method comprises starting a second timer after receiving the indication for the downlink or uplink transmission for the UE, the duration of the second timer comprising an offset period, and, when the second timer expires, starting a third timer. The UE monitors the downlink control channel for the duration of the third timer.

The first apparatus comprises at least one processor; and at least one memory including computer program codes; the at least one memory and the computer program codes are configured to, with the at least one processor, cause the device at least to transmit a transport block of a HARQ process on preconfigured resources for an uplink transmission to a second apparatus while starting a first timer and a second timer for the HARQ process, wherein the first timer indicates a time period during which the transport block is able to be retransmitted, and wherein the second timer is configured to expire before the first timer; monitor a response associated with the transport block from the second apparatus; and in response to the second timer expiring before receiving the response and before expiry of the first timer, retransmit the transport block while restarting the second timer.

Techniques are described herein for improved methods, systems, devices, and apparatuses that support procedures for configured grants. Generally, the described techniques may relate to restricting a number of retransmissions used during a hybrid automatic repeat request (HARQ) process or managing potential scheduling conflicts for the HARQ process from dynamic grants and configured grants. A device (e.g., a user equipment) may initiate a timer or a counter associated with a HARQ process for indicating that transmission attempts for the HARQ process are permitted. The device may identify a transmission occasion of a configured grant in an unlicensed frequency spectrum band that is associated with the HARQ process and may determine that the timer associated with the HARQ process is active. The device may perform a transmission attempt over the transmission occasion of the configured grant based on determining that the timer is active.
