The applicator includes a rod, an applicator endpiece at a distal end of the rod, and a handle member connected to a proximal end of the rod. The applicator endpiece is made of a felt tip that can be impregnated with the composition contained in the container, and wherein the applicator endpiece is used for applying eyeliner. The packaging and applicator device further includes a filter adjacent to the applicator endpiece to supply the liquid composition to the applicator endpiece during application.
