The method involves attaching opposing brackets on the lateral sides of the picture frame and advancing the respective ends of the picture hanging wire through a tortuous path requiring the bending of the wire about a radius sufficiently small to ensure adequate frictional engagement between the wire and the brackets to ensure that the ends of the wire remain entrained within the brackets notwithstanding the tension forces that are applied to the wire when the frame is hung on a surface by means of the wire.

The system further includes an elongated hanging element that is disposed within the recessed channel between the top edge of the substrate and a top surface of the recessed channel. The system includes a plurality of fasteners for reception in the plurality of blind holes. Each fastener passes through one hole or slit of the substrate and is frictionally held and anchored within the respective blind hole, thereby securely coupling the substrate to the top rail and the bottom rail.
