The spring plate 5 includes a front end wall 31 including an insertion hole 33 into which the shaft section 22 is inserted and leg sections 32A, 32B which are rotatably attached to the arm head 2 through a roller pin 18. The coil spring 4 is disposed to be coaxial with the shaft section 22 and is held to be sandwiched between the front end surface 21c of the hinge block 21 and the front end wall 31 of the spring plate 5.
