A flood-resistant facility is obtained by constructing a flood-resistant barrier surrounding a plurality of buildings. The area surrounded by the flood-resistant barrier is such that an embankment is created, and the height of the upper end part of the flood-resistant barrier constructed on the embankment is at least the height of the flood depth of that region. By closing off an opening in the flood-resistant barrier during flooding, an isolated space is formed between the buildings and the flood-resistant barrier. A portion of the wall of one or more of the buildings protrudes to outside of the area surrounded by the flood-resistant barrier, and the wall surface of the protruding section is configured to be a water-resistant wall which has watertightness and is continuous with the flood-resistant barrier. Furthermore, the height of the flood-resistant barrier main body can be suppressed in an amount equivalent to the height of the embankment.

A wind and water barrier system for the protection of property is provided, wherein the barrier system is embodied in a singular device. The systemic device includes a flexible partitioned tube, each partition fillable with water to provide a flood barrier along a supporting surface around the property. A plurality of connections points is provided along a first longitudinal segment of the flexible tube, the connection points are anchored to the supporting surface. Along a second longitudinal segment a flap interfaces with an apron and is connected thereto by way of attachment points. The apron extends from the attachment points so as to be movable between a furled storage condition and an unfurled operable condition placed or installed over the property as a wind barrier. The line of force through the unfurled planar apron may intersect the interface of the stakes, the supporting surface, and the connection points.

Techniques for a pin-point assessment of resilience and resistance of structures against flooding are disclosed. The model is based on dimensionless analytical functions related to the variation of functionality during a period of interest, including the losses in the disaster and the recovery path. This evolution in time including recovery differentiates the resilience approach from the other approaches addressing the loss estimation and their momentary effects. The recovery process is considered to be dependent on societal preparedness, public policies and can take different forms, which is estimated using recovery functions. Based on the resilience, action plans are created to improve resiliency to disasters.

Vertical Flood Escape Structure

A vertical escape structure comprises an escape housing disposed in a vertical orientation and mounted to a ground to maintain structural integrity in the vertical orientation against external flooding. The escape housing includes an interior which is sealed against water entry from exterior flooding and at least one of a staircase, a ladder, an elevator, or a lift disposed in the interior of the escape housing. The vertical escape structure further comprises a connecting walkway to connect the escape housing to a building. The escape housing has a smaller horizontal footprint than the building. The walkway is severable from the building by force without damaging the escape housing to cause water entry from the exterior flooding.

A flood-resistant building is equipped with a flood barrier which enables safe and long-term refuge during floods. In a site surrounding a building, a flood barrier is constructed which encloses nearly the entire periphery of the building. An opening sealing means is connected to an entrance hall and another section serving as an entrance and exit at normal times. The opening sealing means seals the openings of these sections in a watertight manner where the openings are sealed via the opening sealing means. The flood barrier is watertight and at least as tall as the inundation depth estimated to occur in a target area when flooding or storm surges arise. In order to enable long-term refuge, an emergency-use water receiving tank 4 and an emergency-use generator are installed on the roof of the building, and an emergency-use septic tank is installed underground on the site.

An arrangement for causing a water impermeable barrier conventionally lain on a ground surface to float above rising water or flooding, rather than being entrapped above the barrier, is shown and described. This invention applies particularly to ground coverings in building crawl spaces. In an embodiment, one or more floats are placed below the water impermeable barrier and above the ground. When flood waters recede, the float(s) and the water impermeable barrier return to their preflood locations above the ground surface. Floats may comprise blocks, sheets, strips, and other configurations of closed cell polymeric foam, for example. The float or floats may be coupled to the water impermeable barrier or alternatively, may be left decoupled therefrom.
