The present invention provides a system, method and apparatus for initiating and handling an emergency IP request using an IP enabled device having GPS capability. The IP enabled device is monitored for one or more emergency criteria. If the emergency criteria are satisfied, global positioning data is obtained using the GPS capability and the emergency IP request is sent to an address server. The address server receives the emergency IP request, obtains local emergency services data based on the global positioning data, dials a call center station based on the local emergency services data and passes an emergency call from the IP enabled device to the call center station. This invention can be implemented as a computer program embedded in a computer readable medium wherein the steps are performed by one or more code segments.

A beacon is configured to periodically transmit short RF signals, relayed by a first satellite payload to a base station, at which the position of the beacon is resolved; then, the base station transmits a message, relayed by a second satellite payload and detectable by a mobile device, encoding two previous positions of the beacon, stamped with time tags. Finally, the mobile device decodes the information about said two previous positions of the beacon, and accordingly estimates the current position of the beacon, accounting for possible different time references.

Software on a mobile device collects a GPS location from the mobile device, and places an emergency call that encloses information usable by the emergency call processing system to calculate mobile device location. After the system performs this calculation, the call is detected to be a testing call and routed to a computer rather than an emergency dispatcher. The computer sends an SMS or other non-telephony message to the mobile device containing the calculated location. The mobile device stores the collected GPS location and the calculated location received in the non-telephony message together for comparison.
