The coil holding jigs hold, of the coils disposed in the slots, coil ends projecting from both of axial direction end portions of the stator core. The activation mechanism rotates at least one of the pair of coil holding jigs holding the coil ends in a circumferential direction of the stator, in order to form skew in the stator.
