The present invention provides a system, method and apparatus for initiating and handling an emergency IP request using an IP enabled device having GPS capability. The IP enabled device is monitored for one or more emergency criteria. If the emergency criteria are satisfied, global positioning data is obtained using the GPS capability and the emergency IP request is sent to an address server. The address server receives the emergency IP request, obtains local emergency services data based on the global positioning data, dials a call center station based on the local emergency services data and passes an emergency call from the IP enabled device to the call center station. This invention can be implemented as a computer program embedded in a computer readable medium wherein the steps are performed by one or more code segments.

The method includes receiving a user report dataset indicating fraudulent activity corresponding to a phone number, and responsive to receiving the user report dataset, identifying a record in a database corresponding to the phone number. A method for optimizing an abandoned call notification can be configured to address the misrouting of an emergency call which eventually gets abandoned by the caller, through managing the indication of an abandoned call between various network elements, e.g. Emergency Service Internet Protocol network (ESInet) elements. Subsequently, providing appropriate emergency services or departments which must be notified according to the emergency incident to the call taker and displaying appropriate short dials for the emergency services or departments which must be notified.

Application developers can request to have their applications registered for use with a content delivery platform. The operator of the content delivery platform establishes perimeters defining geographic areas, and maintains records reserving particular areas for delivery of content associated with particular sponsors. Registered applications running on mobile devices can request content from the content delivery platform. Based at least in part on the request, the content delivery platform can identify a target location, which may be the location of the mobile device, or some other location indicated in the request. A mobile device can be provided content based on the relationship of the target location to the geographic areas, so that a registered application running on a mobile device with a target location contained within a geographic area assigned to a particular sponsor will receive content related to that sponsor.
