The method includes monitoring, by a proximity controller provisioned in a preferred network, dual subscriber identification module (SIM) dual subscriber (DSDS) devices operating in the preferred network, detecting, by the proximity controller, a DSDS device operating in a non-preferred network, wherein the DSDS devices and the DSDS device are configured to switchably operate in one of the preferred network or the non-preferred network based on coverage, locating, by the proximity controller, from the monitored DSDS devices a DSDS device proximate to the DSDS device operating in the non-preferred network, and enabling, by the proximity controller, the proximate DSDS device and the DSDS device operating in the non-preferred network to establish a sidelink communication channel between the proximate DSDS device and the DSDS device operating in the non-preferred network for offloading data communications from the non-preferred network to the preferred network.

This disclosure provides systems, methods, and devices for wireless communication that support enhanced Basic Safety Message (BSM) reporting. In a first aspect, a method of wireless communication includes receiving, by a wireless communication device, a C-V2X message from another wireless communication device; and transmitting, by the wireless communication device, a safety message including path history information responsive to determining a path history information trigger condition is satisfied based on the C-V2X message. In a second aspect, a method of wireless communication includes receiving, by a wireless communication device, a C-V2X message from another wireless communication device; and transmitting, by the wireless communication device, a safety message including certificate information responsive to determining a certificate information trigger condition is satisfied based on the C-V2X message. A method of processing packets propagated over a packet switched communications network having a control plane, user plane, and a plurality of probes, the method comprising: receiving at least one control plane packet associated with creating at least one user session in the network; selecting a set of user sessions from the at least one user session; determining at least one target feature that characterizes packets propagated over the network; and load balancing all packets sharing the at least one target feature that belong to a same user session of the set of user sessions to a same probe of the plurality of probes for processing by the probe.

The node also obtains secondary RAT usage report data which are based on traffic of the UE via the secondary RAT. The node constructs a message which indicates a request for charging based on the usage report data and the secondary RAT usage report data. In constructing the message, the node populates, in association with a corresponding rating group and usage data of the UE, an identifier of a flow or bearer associated with secondary RAT usage, together with the secondary RAT usage report data.

Initially, a connection is established for the UE via the LTE RAN, where the connection includes a first bearer between the LTE RAN and a central serving gateway-user plane (SGW-U) at a central location, and a second bearer between the central SGW-U and a central packet gateway-user plane (PGW-U) at the central location. The CP function inserts a local SGW-U at an edge location and subsequently inserts a local intermediate user plane function (I-UPF) with an uplink classifier (UL-CL) at the edge location for enabling edge offload of traffic from the LTE RAN.

An external subscription list is maintained to track communication address information of the subscribers. A number of task schedulers are created based upon a count of subscribers within the external subscription list. The subscribers are assigned to the task schedulers such that a number of subscribers assigned to a task scheduler is limited according to a subscriber assignment limit. In response to the publisher creating data to publish to the topic, the task schedulers are controlled to use the communication address information to directly transfer data of the topic to the subscribers assigned to the task schedulers.
