According to embodiments of the present disclosure, new power thresholds are introduced for triggering and/or quitting the relaxed measurement mode. In this way, the terminal device can be avoided entering into the relaxed measurement mode if the terminal device is at the cell edge. Further, a network device configured mapping information of neighbor cells for entering the relaxed measurement mode. In this way, the related measurement mode can be selected for a proper neighboring cell. Moreover, a terminal device may be configured with one or more identities for descrambling downlink information. In this way, resources at the terminal device can be saved.
STEERING NON-MOBILE CONNECTED-MODE USER EQUIPMENT TO HIGHER CAPACITY RADIO CELLS
The disclosed technology provides system and methods for steering wireless communication devices away from low capacity layers (e.g., cells operating on low bandwidth frequency bands or low capacity radio access technologies (RATs) when the devices are stuck on such low capacity layers because of operational state changes of radio cells that the devices can attach to. For example, when a base station determines that a stationary, connected-mode, device has been operating on a low capacity layer for a certain duration, or if a higher capacity layer that was previously out of service comes back in service, the base station can initiate a handover causing the device to attach to the higher capacity layer.

A radio communication apparatus according to an embodiment includes a first radio communication unit (1011) that transmits a radio signal by using a first channel, a second radio communication unit (1021) that transmits a radio signal by using a second channel different from the first channel, a first radio information acquisition unit (1013) that acquires first radio information containing received signal strength in the first radio communication unit and usage of the first channel, a second radio information acquisition unit (1023) that acquires second radio information containing received signal strength in the second radio communication unit and usage of the second channel, a determination unit (104) that determines whether to switch between the first radio communication unit and the second radio communication unit in accordance with the first radio information and the second radio information, and a switching unit (105) that switches between the first radio communication unit and the second radio communication unit in accordance with a result of determination by the determination unit.
Communication Method and Apparatus
A communication method and apparatus are disclosed. The method includes a first terminal device determines a candidate relay device, where the candidate relay device includes at least one relay device, and sends a first message to a second terminal device, where the first message is used to request to change a relay device, and the first message includes an identifier of the candidate relay device. In the foregoing manner, the first terminal device may determine the candidate relay device, and send the first message to the second terminal device, so that the second terminal device can determine a second relay device from the candidate relay device based on the first message. In this way, a relay device between the first terminal device and the second terminal device can be changed from a first relay device to the second relay device.
METHOD AND APPARATUS FOR CONDITIONAL REESTABLISHMENT AND CONSECUTIVE REESTABLISHMENT
Embodiments of the present disclosure relates to methods and apparatuses for conditional reestablishment and consecutive reestablishment. According to some embodiments of the present disclosure, a method includes: receiving, at a user equipment (UE), conditional reestablishment configuration information indicating a set of execution conditions for a set of candidate cells, wherein each candidate cell of the set of candidate cells is associated with at least one execution condition; and evaluating the set of execution conditions based on the conditional reestablishment configuration information. The UE may autonomously perform a reestablishment procedure in response to the condition is met. In addition, the UE can perform consecutive reestablishment based on the configuration.
METHODS, DEVICES, AND COMPUTER READABLE MEDIUM FOR COMMUNICATION
Embodiments of the present disclosure relate to communication. According to embodiments of the present disclosure, a terminal device is configured with an extended period which delays accessing to a moving network device. Further, if the terminal device is connected with the moving network device, the terminal device is configured with less frequent measurements. In this way, unnecessary handover/cell reselection is avoided. A larger number of signaling overheads are reduced.

Inter-System Handover
A method is described that includes determining that a user equipment (UE) device connected to a first cellular radio access network is in an area covered by both the first cellular radio access network and a second cellular radio access network. The first cellular radio access network is operated by a first service provider and the second cellular radio access network is operated by a second service provider. The method also includes identifying, at the UE device, that the second cellular radio access network is broadcasting an identifier associated with the first service provider. The method further includes handing over the UE device from the first cellular radio access network to the second cellular radio access network using the identifier associated with the first service provider.
