The method is applicable to a terminal configured with at least a first subscriber identity module (SIM) card and a second SIM card, and includes: receiving configuration information sent by a first base station; when the second SIM card is to be handed over to a second base station, sending radio notification area update information of the first SIM card to the second SIM card based on the configuration information in response to that the second base station is located outside a radio notification area configured by the first base station for the first SIM card; and sending, through the second SIM card and to the first base station, a measurement report of handing over to the second base station, wherein the measurement report includes the radio notification area update information of the first SIM card.
