The processor is configured to compute a predicted labor burden associated with hiring each candidate employee for the target available shift, including whether the candidate employee has exceeded an income threshold after which a labor burden factor no longer applies. The processor is further configured to send, to the particular business, a list of the candidate employees and the predicted labor burden for each candidate employee, receive a selection of a candidate employee, and send, to the selected candidate employee, an offer to fulfill the available target shift.

In addition, the method comprises, in response to determining that the length of the first new rank value is greater than or equal to the first rebalancing trigger length, identifying a first delay period that is to elapse before rebalancing the rank address space comprising updating at least one rank value of at least one of the plurality of issues to reduce a possibility of congestion in the rank address space. The method additionally comprises following the first delay period, rebalancing the rank address space.

The schedule change evaluation section generates a schedule change evaluation indicator indicating a best value for a proposed schedule change. The production simulator implements simulation with a simulation condition changed on a basis of schedule execution status information and equipment operation status information for the day and calculates values of the schedule change evaluation indicator for the proposed alternative schedule candidate group on a basis of the schedule change evaluation indicator already learned. The control section outputs a proposed schedule change.
